Well for us, the e-mail said they won't delay the file anymore. So I think, they might pick up from the date you applied. But you have to add a few extra months due to transfering and all the delays that happened. So I would say maybe 8 to 14 months. I am not expert, but it seems Bucharest will run much faster than Damascus or Beirut.
