If someone holds a qualification from a country which is not recongnized at the time an application is made but was actually recgonized when it was completed...Were such qualifications be awarded points or not?

Hi Atif,

I might be wrong, but I don't think the CIC is interested in the recognition of your qualifications for Immigration purposes. The main thing is, are you qualified,what your qualifications are and how this measures up in your country of study and how many points can be allocated accordingly.

There are other offices that deal with the recognition "Palaver".

I do think CIC is interested in recognition of your degree within your country. Else I can start a university (pay a small fee based equivalent to small business) and then award myself a degree and close the university. I'd award myself a Phd too.

As long as it is recognized at the time of your application, then its okay. Is your degree (the paper that you hold, not the university degree that are given out now) recognized in your country, if yes, the you are good to go.
 
"rupeshhari " is correct, i think you all qualification documents that you gonna submit, they will pass under validation process from country where you obtained.
