I'm also having a hard time to complete my online application. I can only proceed until the security question then the system would crash. Maybe it would be open to acces our accounts from Jan26 to Feb 15. I've read it again on the mon projet timeline. What do you think? Thats why it keeps on crashing.

No - it's 'crashing' simply becuase it's busy - the forms still are definitely accessible though - I was in again today. To answer your question, yes, I have filled in all the forms. Finished about a week and a half ago.
