Hello, Does anyone have any experience of delivering baby outside Canada then bringing the baby to Canada? What's the procedure of adding baby and what's the timeline?

What is the parents' status in Canada? PRs? Citizens? Something else?
You cannot "add" your baby to your PR application.
You will need to sponsor the baby for permanent residency after it is born. To sponsor the baby, at least one of you must be living in Canada and must remain in Canada while the application is processed. Processing typically takes around 8-10 months.
If you want to try to bring your baby to Canada before the PR application is approved, you will need to try applying for a TRV (tourist visa) for the baby. Chances of approval is around 50%. If the TRV is refused, you can try applying for a TRP. If that is also refused, then the baby will not be able to travel to Canada until the PR application is approved. This means one of the parents will have to move to Canada alone to sponsor the child for PR. The other parent will need to remain outside of Canada with the baby for the 8-10 months it takes the PR application to be processed. So this means your family will be separated for a number of months.
Chances of approval for a TRV for a newborn accompanying parents back to Canada is 50%????
Rought estimate based on what we see on this forum. It seems to be more or less 50/50 based on experiences here. Some get lucky (either with a TRV or TRP). Others do not.
What is the basis of the refusals? Lack of ties overseas? Unlikely to leave Canada at the end of allowed stay? Travel history?
Yes - I guess the logic is that the parents really aren't bringing the child to Canada temporarily.
Anyway - it's a real crap shoot based on what we see here.
I'd like to think that's a product of amateurish applications (i.e., based on what we see here) rather than a pervasive bias against newborns accompanying their parents to their parents' lawful home.
