Yes, it's possible.
Quite often, if the file is in a queue - the VO marks a BF'D as a "deadline". It's not the normal BF'D, when the VO would only open the file. It's like a "reminder" to him/her, as to a date when s/he "must open" that file. The probability of that case actually concluding earlier than that BF'D is very high.
