Hi Guys

I have a question:

How can my spouse come to Canada before getting PR?

I am currently working in Canada and hopefully get my PR by November and by then will get married.

Is there any way that she can come to canada? Can she apply for Study permit or come as an dependant?

Unless you marry her, she is not your spouse.
She can always come to Canada interdependently on visit visa, study permit or work permit if she is getting qualified for that as per the CIC rules. In order to sponsor her as spouse marry her first and when you become a PR apply for it.
