QIIP federal processing time in Phillipine office

Is there anyone who received MR from phillipine office?
It seems to be stopped since 2017.
They seems to be just sitting on the chair and doing nothing about qiip.

Yes, I received UCI on Aug 2018.

I applied to federal in September 2018, under QIIP so we are one month apart . Good luck
