Purpose of visit

My purpose of visit to Canada is to attend wedding Ceremony of my Uncle in Canada. The event is November 2 and my application had been submitted over a month ago yet my application has not been decided upon. Can I still be issued a visa after the event has passed

IRCC may still issue a visa after the event. They don't consider the dates of the proposed travel when evaluating visa applications.
