Can I apply for VISA under SDS college using PTE score or it should be under Non-SDS only?

I have also submitted my file with PTE and my score is overall 60.
There is no sds or non sds colleges in Canada.
SDS and non sds are types of visa filing.
PTE is under non sds visa filing.

Majority of colleges and universities are accepting PTE and students are getting visas too.

My brother got overall 57 in Pte, he his 2021 passout Grade 12 with approx 60%. Humanities no math. Please suggest
