I received PT notification of interest on 6-Nov-15 and I want to apply for OINP. I have two dependent (My spouse and my Son), but i don't have a passport of my son ready right now and i have applied for the same. But it will take alteast 15 more days to get his passport. But as i have to fill the passport details of the dependent in the application form, kindly suggest the way out. Also I cannot wait as already 30 days have passed and as per my knowledge we have to fill the application within 40 days. Kindly guide??

You have a tough call. If I was in your shoes, I would just include a LOE mentioning the above (i.e., that you don't have your son's passport ready at the time of OINP app submission) and I would just include the birth certificate (and some proof, if available, of the steps you're taking to get your son's passport ready). From what I know, just including the birth certificate should do the trick. After all, the passport is only (practically speaking) required post-ITA and/or when getting PR visa stamped (speaking of non-visa exempt countries) and/or when landing. I say go ahead and just do what I said. I wouldn't fret over it if really beyond your control. Ontario INP folks should be amenable to such an application. Best wishes to you.

I would agree with MnB. A letter of explanation along with birth certificate and a gentle request to the officer that you will provide the passport as soon as you receive should do the trick. Also, send the receipt of passport application just to assure the officer that you indeed have applied for the PP. I dont see any major issue here, however, this is from my best judgement and not 100 percent gurantee.
 
I was on the same boat. I did not have passport of my son when I applied for OINP. As others suggested, I wrote an explanation letter mentioning that I have applied for the passport and will send it as soon as I receive it. However, I did include the Hospital Birth Certificate and Minor Identity Card issued by the government. I sent a scan copy after I got it.
I did not have any problem as I received the nomination and in the process of applying for PR.
It should work for you as well.
