PRTD - please help !!

Hi! So here is my friend's situation. Last August 5 2021, she mistakenly applied for a PR card renewal because she thought she already completed 730 days of RO. She only completed her RO months after her card expired (Her card expired on August 16, 2021). Currently, her card is under "decision made" and an IRCC agent told her that there would still be an interview and all before she could pick up her card.

Question:

Would she be able to apply for a PRTD even if her PR card renewal application does not show she completed her RO? Again, she miscalculated it and was only able to complete her RO after her card expired. Would there be complications when she apply for a PRTD?

Yes, there may be issues with the PRTD. She shouldn't leave Canada until she knows the outcome of the PR card renewal application and if she is going to need to appeal a refusal.
