Please advise me on the under mentioned case:

PRTD was issued on 28 May 2013 by AbuDhabi and reached me on 3 june 2013. I am a minor (17.5 years)and could not reach Canada on 7 June 2013 to fulfill my 730 days requirement .

I landed on 10/5/2010 and stayed in canada till 9 June 2010. I was a minor (14.5 years) when I was taken out of Canada by my Parents. My parents and brother were issued P R Cards but I had a problem with mine which needed a photo re take. This was not possible as I was out of canada This issue was explained to CIC Abu Dhabi when I applied for a PRTD to travel and they still issued me the PRTD

I would like to know the following.
1) Can I still travel on the 12th of June with my PRTD valid till 25 Nov 2013?

2) Will I have a problem applying for my P R Card as I have to attend school/ college in September 2013?

3) I heard that I may be reported at Port of Entry for mot meeting minimum 730 days( by 5 days) and in this case I would have to appeal.
If I am not reported I was advised that I should not apply for a P R Card till I fulfil my 730 days requirement. The non issue of PR card was not my fault. So will I be in trouble when I go to CIC and apply for one next week.

4) Without a P R Card, can I apply for school admission & OHIP health card.I have the landing document which mentions my P R Number. I also have a SIN Card issued.

An early reply would be appreciated.

1) You should be able to travel on 12th of June if the PRTD is still good for traveling.
2) I believe you can register as international students and go to school in Canada
3) I don't think you would be reported
4) Without PR card, you can admitted as international student. For details, contact school and ohip directly.

So then what is my status in Canada.

I will be a PR without a PR card being issued to me. Is this regular?

I will not be getting any benefits what a permanent resident gets. How do I get medical benefits?

Why should I pay international fees when I am a permanent resident ?

Do I have to lie low for 730 days + the extra days that I would have missed and then make an application for a new P R card.

Please advise me.

Even without a valid PR card, you are still a PR, and you are qualified for local tuition fee. It is perfectly fine to live in Canada as a PR, even without a valid PR card.

Proving your PR status may be a hassle though, but I heard that having a PR card is a right, not a responsibility, so there must be a way to show the schools that you are indeed a PR (like COPR, landing paper, or what have you).
