PRTD in/out of Canada processing time

Hello everyone, I've been lurking on the forum for quite some time to look for answers regarding immigration to Canada. I'm in a pickle myself here, any input would be appreciated.
I'm currently living in Toronto, have eCoPR in Jan 2024 and already bought flight ticket for 2 week visit to my parents in home country (Vietnam) at the end of April. I don't think that my PR card would be here on time for the trip, therefore I'm applying for PRTD, since my trip will only be 2 week, I dont know should I apply it in or out of Canada ?

Do you have a TRV? I saw on another Post that with a TRV ..you can do this.

PRs can't travel on TRVs. They need PRTDs or valid PR cards.

I got a hold of IRCC agent on the phone, the option is to travel like usual, immediately contact local VAC office then proceed following their instruction, press on the urgency by date on your flight ticket.
