PRTD APPLICATION : URGENT help

HAs anyone recently got their PRTD ? What was the timeline ?

to give a background, my husband needs to travel to India in October due to family emergency.He has a COPR but did not get his PR card yet. If he comes in October, will he be able to get PRTD ? We have to travel back in November.
Kindly advise.
