My PRTD has been refused and I would like to appeal the decision to the IAD. My question is - can an appeal be mailed to the IAD from outside Canada? Or one has to be physically be preset in Canada and appear in person to file their appeal?

I would like to mail my appeal document - is this possible?

Yes - you can appeal from outside of Canada.
 
If you have been outside of Canada for more than 365 days, you may have no choice but to appeal from outside Canada. IRCC is under no requirement to provide a PRTD (unless they feel your presence is necessary) for the appeal process if you have not been a resident in Canada in the past year.
