What are the English speaking Provinces in Canada? And which are the most /least advanced in terms of education and diversity of nationalities?
I am looking for healthy environment for my kids where they won't feel like strangers.

Any province apart from Quebec which is french speaking.Canada is a mix of nationalities particularly in the bigger cities such as Vancouver or Toronto. Impossible to answer a question which are most or least advanced as that is really a personal view. Where your kids would fit in depends on nationality but not always necessarily a good thing to only integrate with the same nationality as opposed to a mix and kids adjust probably a lot quicker than adults.

Since English is an official language, you should be able to use it in any province (yes including Quebec). What is preferred depends on the local setup (French is strongly preferred in Quebec, it is very desired in New Brunswick and you can have some French speaking communities in NFL, PEI or Youkon and even in Ontario itself or other provinces).

When it comes to place to live, it really depends. It does not take a genius to understand, that the more something is desired (like downtown Toronto or Vancouver), the more expensive life will be there (like if you want to live where the good schools are).
So in this case do your research on your job first (where is your industry located), then do the research on surroundings and then you need to choose or take what you can afford.
 
Lots of good schools in Canada that aren't in Toronto or Vancouver. You and your wife getting jobs and being able to support your family is what should be the #1 priority. Would suggest at looking in various cities. There may be less competition for the job you want.
