Proof of relocation outside Quebec before Final Decision

Hi everyone,

I’m looking for advice from anyone who may have been in a similar situation.

I submitted my PR application through Express Entry / CEC in March 2026, and included a letter explaining my intention to leave Quebec and settle in British Columbia after receiving PR. I also attached supporting documents with my application, including letters from friends in Vancouver, a quotation from a moving company, and job search evidence.

Today, I received a request from IRCC asking me to submit proof of my relocation to BC within 3 days. I’m a bit confused because I already submitted a letter explaining my intent to move after PR, so I wasn’t expecting this kind of request at this stage.

I’m trying to understand:

What kind of proof IRCC usually expects in this kind of request.

Whether I should submit a short explanation letter again or just upload fresh/more evidence.

Whether anyone has had success responding with mover quotes, accommodation letters, and job-search proof. Or did they upload more proofs?

If there’s anything else I should include to make the response stronger.

If anyone has gone through something similar, I’d really appreciate hearing what you submitted and how IRCC responded.

An intent to move doesn't prove that you are moving. Yes, it is common because you should have started the process of moving outside Quebec. They want to see lease, job search, job offer, residency, BC Driver's license or healthcard.

I can’t really get the health card since i’m on maintained status, but i’ve been able to secure a lease that starts in September, along with my flight tickets for 3rd of September.

I’ve been applying for jobs but I’ve been working as a freelancer. I don’t know if screenshots of upcoming projects would help since they are all remote.

Show that you have paid your lease with the rental agreement and flight tickets. Hopefully approved. Show that you have looked for work too.

Would also include proof that you have given notice to your current employer and to your current landlord. Too many people are not permanently relocating outside Quebec so intent to relocate is not typically enough anymore you need more concrete proof or preferably you have already relocated during processing.

I have a lease starting from September in Vancouver and my flight tickets booked around the same time. The lease is not in my name here (i mentioned this in my initial LOE to show that nothing’s keeping me in quebec). And I mostly freelance so there’s not really an employer. I’m banking on the lease and the tickets plus some prospective job opportunities or interviews that are scheduled. I don’t know if there’s anything else that i can add to make a better case.

I haven’t received the FD yet. So hopefully by the time it reaches to that or P1, I would have moved.

Why didn’t you move earlier if there wasn’t anything tying you to Quebec? You must have advised at least a roommate in writing that you were not remaining in your apartment.

I was trying to build a network and secure some projects there. And yea, I can attach a mail to my roommate stating that i’ll be moving out. That’s a good point

Really meant proof that you have notice last either at the of July or end of June if you had rented new place for September. Has less impact now that you have been asked for proof but you should do it anyway. If you are already freelancing and knew you would have to move out of Quebec not sure that would justify the delay but what done is done. Many are abusing the system and not actually permanently relocating out of Quebec so clearly IRCC is now cracking down. You also should have a mover booked at this point so I would include proof of the confirmed mover and at a minimum proof of the deposit you put down for the movers.

Seriously ?
The IRCC is aware people will say they’ll move and then don’t. Aka lying
It’s a trend . They want proof

I know, my intention was always to move out. I secured the lease in July before IRCC reached out to me.
And there is no information on when to move out. From what my lawyer told me, it seemed okay to move out once I have the confirmation. And being on maintained status with no confirmation of PR, it's just a bit ridiculous to just move to the other side of the country.
