Am trying to get my visa am at the section that requires me to show proof of relationship to my sister. We have the same father, but his name was never on her birth certificate or any other documents. She carries her stepfather's surname. She gave me a copy of her passport to use as proof. I was wondering if I could write a letter explaining my situation to also confirm our relationship?

A letter will not be sufficient. Anyone can claim to be siblings in a letter. You need actual legal documents showing the relationship.
