Proof of Permanent Residency

Hi,

My sister is a refugee and she just got positive decision from the court but her PR card would be issued in 1 year or even more; meanwhile her status is PR but she doesn't have the card itself. with this situation can I take the advantage of her and gain points and apply for an express entry?

What document does your sister have for the proof? Confirmation of PR letter?
