I'm studying in McGill in school of continuing studies " Certificate in English" I'm still studying and still 4 courses remain I will finish in April next year.

Is this considered as English proficiency proof, can I submit my current transcripts as proof even before I finish my study or I need to wait until I finish my study?

So basically the four years of 'English' classes I took in high school probably would count. Plus I imagine they realize unless stated otherwise, classes in the US are given in English unless it's to learn a foreign language.

As long as what you are submitting meets the outlined criteria it should be fine.

Yeah, I ordered my transcript from my high school. The whole thing is even written in English and from what I understand is within criteria.

Should the letter from the University for the language of instruction - address CIC or should it say whom it may concern? I am attaching degree, transcript and the letter from the university.

I passed the IELTS test on November 2013 (when I was applying for PR). I wonder if it is still valid for Citizenship application or I should take the test again.

1. Read the instructions, it is valid for citizenship purposes even if older than 2 years.
 
My last name is not their on my transcript of secondary school but my immigration documents have my last name.
Can I still use my secondary school transcript for language proof ?
