Hello,

I am a quebec resident and I woul like to sponsor my parents and my brother ( who is 16 years old) for 2019. The thing is that I do not meet the financial requirements for 2017 however I will meet the financial requirements this year so if I am lucky and I received the invitation from IRCC, can I show proof of 2018?

It's hard to say because IRCC is switching from the lottery system back to a 'first in first out' approached. Based on how that program was run previously - the answer to your question is no. To be accepted for 2019 - you would need to meet minimum income requirements in 2017. However it's impossible for any of us to say for certain. You'll have to wait until the program details are released later this year.

I thought I just had to meet the income requirements for the past 12 months so if I applied on 2019, I would have to meet the requirements for 2018.

Please take a look at my response above again. What you are describing is how things worked under the lottery system. The lottery system is gone and IRCC is reverting back to the previous method of opening up the program in January and those whose applications arrive first are accepted. You must provide your CRA notice of assessment to prove your income. These aren't available in January for the previous year. So LICO is for the year before that. This is how the system worked before. If IRCC follows these rules again, for those living in Quebec, they will need to meet LICO for 2017 to apply in 2019. But again, the rules aren't out yet and won't be available until (likely) December.
