Hi ...

I have shown proof of funds in cash of around 13500 $ for 3 family members (02 adults and 1 child). My NOC is 1122 and sent application on 15 July 2011. I would like to ask that are these funds enough or my file will be returned or they will ask for more funds at the time of final documents call.

As the link states, for 3 members the POF should be C$17,011

Sometimes it's better not to give CIC any reason to reject one's application. In my humble opinion, submitting incomplete docs or funds is very risky and 1122 NOC have so many applicants. But still, hoping you could make it.
 
If you don't show the funds as stated in the link, your application could be rejected........

IMO if the funding level is not adequate it will be an automatic fail. Not sure whether the clerks doing the completeness check assess the funding level, or whether they just check the proof is there and leave the funding level assessment for the eligibility review.

If it's the eligibility review then it's even worse since the OP's documents will not be returned if it fails at that stage. So in a way it's better it fails at the completeness check since he will at least then get his documents back to try again next year if 1122 is still on the list.

Visa office sometimes ask for further documentation, but CIO tend to be pass/fail and are not renowned for allowing people to submit extra documents if they are missing or inadequate.

I don't think there is any way his application will pass the eligibility review even if it gets through the completeness check.

Having adequate funds which are unencumbered by debt is one of the eligibility criterias, so he is currently not eligibile for FSW1.

His best option now is to either get more funds saved up to apply next year, or start trying to secure a job offer and apply under FSW2.

It would be quite difficult as you need to show either CAD 17k or anything in excess of this to be safe. Hope for the best, or hope you gave a valid explanation for the same.
