My norwegian husband will be the primary applicant in our skilled express entry application. Even though he makes 120k a year, he is the type of person that doesn’t have any savings and lives paycheck to paycheck. I on the other side, the secondary applicant do have the money in my personal account saved up. I can loan him the money before we apply but the other problem is that he bought an apartment in Oslo 5 years ago and he has a mortgage. Will that affect our proof of funds? We haven’t applied yet.

since you're married you can use your funds to apply, no need to loan it to him. Please read below
"
If your spouse is coming with you, you can count money you have together in a joint account. You may be able to count money in an account under their name only, but you must prove you have access to the money.

Yeah but it’s my personal bank account, not a joint account. He does not have access to my personal bank account.

I have read that and my post was based on what I read there. How can he prove he has access to my money because he doesn’t. Only I have access to it.
write a letter stating you give him permission or just open a new joint account and transfer to it if you're that worried.

access here means "allowed to use" not literal access

Ok great, how about the fact that he has an apartment mortgage in Norway. He shouldn’t mention that righ?

Hi Sir, the same situation is in my case. I have read the official guidelines. can you please tell me if a simple letter will do or I need a stamp paper which should be notarized to prove that my wife has access to my bank account. Thanks

a notarized letter would be good as it give legality to the document.

Hi,

I have received an Invitation to Apply and I have a question related to Proof of Funds. I don't have the required funds in my account right now. Is it ok if my dad transfer money to my account as a bulk amount?

That's fine as long as he provides a gift deed.

For the rest, I'm paying in making small deposits into my account in between and then take a bank statement. Do you think that will be ok?

I recently transferred money to my sister for down payment and wasn't expecting CIC to send me an invite. I don't know what else to do at this point.

Depends on what you consider "small deposits"
