A friend from outside Canada may be interested in applying under the Federal Skilled Worker program, or if he can sufficiently improve his French, under the Quebec Skilled Worker program. Since it is unlikely he would obtain a job offer beforehand, he must show proof of funds to support himself. Does anyone know why the requirement is so much lower for a Quebec applicant ($3,188 for someone with no dependents) than it is for a federal applicant ($12,669)? The cost of living is not that drastically lower in Quebec, so there must be some other reason.
