Proof and requirements for claiming extra CRS poits for sibling

Hi,

In order to claim additional sibling points in CRS,

1. Whats the minimum tenure that the sibling (PR Holder) must stay in Canada
2. What proof of docs are required
3. My wife is the primary applicant in our case so can she claim sibling points; as my brother is a PR holder in Canada.If yes what proof of docs must be produced for such case
