Program manager NOC ?

I need some help from the awesome people on this thread. I did my MBA and currently I am a program manager (I work with design teams, design managers, I ensure that projects are delivered on time, manage money for the project, etc) with Adobe, and don't have any direct reports. Can I apply in the 0213 - computer and information systems manager NOC.

NOC 0xxxs are for senior management.

NOC 2173 might be better.
