profile evaluation and accepting universities

hello,
please see my academic record and suggest some Canadian universities those can accept with this low CGPA.
consultants are advising only Australia , Poland, France and Italian universities emphasizing on my low percentage. Kindly I request some one to suggest some uni's based on my academic details
*I'm from an institute of national importance, one of the reputed colleges in India so I can have strong Lor's.
10th class - 86.5 %
12th class - 89 %
**Under Graduation - 59 % ( Mechanical Engineering ) with 6 backlogs including 2 repeated.
IELTS SCORE : L-7 S-6.5 R-6 W-6.
