My spouse is proficient in english but she did not take the iELts as i did and we are not claiming points for her. I am the principal applicant. Can I still indicate she is proficient in english or do I indicate no, she is not?

Indicate "no" as there are only two options:
a. No
b. Yes --> provide IELTS/CELPIP

No, You cant claim any points without any proof (IELTS)..
 
i do not want to claim points for her. However, she is proficient in english and hold the same qualifications i do. But if it is such that once you indicate yes to proficiency you have to provide proof, then i will just select "NO"

Exactly. Put "No", this will not affect your application anyway, don't worry.
