They rejected mine too some years ago so I decided to backoff.
Does having a PR makes much difference? I have PR now.Makes no sense, if apply, they will reject again and each time you apply must spend a lot of money in documents, translations a bunch of paper they request, and that money is lost. Better wait until the PR come. :/

I tried for my spouse and child, and rejected, waited one year. Applied, rejected.
The chances for they approve the visitor visa for your dependants is almost zero .
They use the "logic" that people with visitor visa will return to their country after the visit, but that is certainly impossible if you (the father, the mother or the spouse) are here. They assume people will stay. So according with their guidelines, they reject the visa.
