Processing times for outland PR Spousal Sponsorship for an American

I have a few question, here is the scenario;

I have just married my wife (who is a dual Citizen, Canadian and American)

We would like to get back to Ontario as soon as we can for her career and were wondering what the actual processing times are considering I saw people on the boards saying the processing times on the CIC website are not always correct. It says 39 months currently? This just seems like a very long time. If these processing times are not legitimate, then why are they so inflated?

We are legitimate and have lived together in the USA for two years now and visit Canada often.

Here is the question;

1.) If no red flags are present (which there should be none at all, we are beyond prepared and have a detailed package ready to be sent) how long would it take until I receive a PR card enabling me to travel and work to canada? From the time I send in the application until I receive the card.

We are just planning ahead and a rough timeline would be extremely helpful. Please provide any experience or feedback you feel may be of interest on this.

Where have you born?
Cic can choose the VO by country of citizenship (most likely) or residence.
If you are an american citizen, it's processed in Ottawa, ehich is taking 8-10 months.
LA and NY offices don't process family class anymore unless you are called for an interview.

I am an american. Have lived in Pittsburgh for 30 years (my whole life)

Is that official news that la and ny no longer process family class?

NY doesn't process any family class anymore. If you have to get an interview, it would be in LA. But, that is rare for an American. Most are processed in Ottawa. As DanSlh said, expect about 9 months average, some are much faster, some slower. It all depends on what officer you get and your application.

All outland apps all over the world are now sent to Mississauga first, then they send it to the appropriate VO.

Afaik, it's not recommended for the sponsor to leave the country for more than a couple of weeks.

Yes, you are allowed to stay in Canada as a visitor up to 6 months, unless they give you a visitor record. Just like a normal visitor. If you don't leave before the 5 month mark, you can renew your status.
When you come to Canada though, just be sure to use the terms "visiting" and not "moving" or "living" in Canada. Once you have the PR in process they (the border) don't scrutinize you much about anything.

If you plan to live outside the country, they will want proof that you and your sponsor intend to return to Canada (for your PR application).

With an inland app it is not recommended to leave Canada at all, though people have done it for short periods. I think that is what northamerxec is thinking of.
