Processing timeline for first PR card after photo resubmission to the online PR portal

Hello,

I recently received an email to resubmit my photo to the online PR portal [inland applicant], it's been almost 3 weeks now - the status still says in review with IRCC. How long does it take these days to get the first PR card after the photo resubmission, can anyone advise / share their experience please?
Is it true that sometimes they directly send the PR card without any update on the portal?
Any help is appreciated.

I also got the same request and resubmit the photo on 30th August. After that no update for my application.
