processing time of sponsoring?

i have my uncle who lives in quebec, i was wondering if he can sponsor me ? instead of waiting in the EE stream?

and if so, whats the requirements and the processing time for me to be there ?

It's highly unlikely your uncle can sponsor you. Does he have a spouse or common law partner? Does he have children? Does he have any other family in Canada? Are his parents still alive? If the answer to even one of these questions is yes - he cannot sponsor you for PR.

He cannot sponsor you. You will have to qualify to immigrate on your own.
