Processing time has passed but still no notification

The processing time of my application is 3 weeks. But it has been 4 weeks and there's still no email I got from CIC. The application was paper-based. Is there any way I could request for quick processing now? Or how should I enquire about my visa??

Yes, you can send case specific enquiry email to CIC. From where did u applied?
