I would like to sponsor my partner to come to Canada with me and am having a hard time deciding which office will process our application and which guide to use.

He is from New Zealand (processed in Sydney) and we live in Japan (processed in Manila). We are both on a temporary working visa, and have been here for two years.

The processing time for the office in Sydney is shorter than in Manila (11 vs 15 months), so we would rather send it to Sydney, but I'm not sure if we can...

Also, should we use the Japan [IMM 3913] guide because we live in Japan or South East Asia and Pacific [IMM 3906] because he is from New Zealand?

Any help is greatly appreciated :)
 
You says both you and partner are in Canada on work visa.
If you are not a citizen of permanent resident of Canada, you cannot sponsor your spouse or dependant children for permanent residency.

If you are in fact a Canadian citizen, then you can sponsor your partner, provided you qualify (are common-law or married).

Put Sydney as your requested office. CIC generally sends applications to the country of citizenship, unless you request the country of residence, and even then, CIC can overrule you and send it to the VO responsible for your country of citizenship.

If you want to apply through Sydney, then use the forms for New Zealand, not Japan.
