Processing Fee's

Hi Guys! Does anyone knows if you need to pay a processing fee first if you applied for AINP under H1B US Visa Holder without a job offer? I didn't see it on the AINP website. I submitted mine last March and haven't heard from them yet and I was just wonderin' if I missed something like payments.
