Processing arrival in airport

Hi, my wife she arrive soon. Very soon. Tomorow. loll.

Actualy she will leave Manilla with Philippines AirLines. She have a direct flight to go to Canada. Transit via Vancouvers and Stop in Toronto. After she must take Air Canda Jazz to go Quebec city.

My question is: 1: Where she must go for Immigration office? Vancouver or Toronto?

Someone can tell me the processing for a new resident?
