Hello,
We are from India, and are traveling to North Africa, Tunisia, Morocco & Egypt.
We have applied online for a visit visa.
We would like to know that whilst we are away from our country of residence, would it be possible for us to submit our passport to a VAC in the above mentioned countries for getting our Visa stamped or would we have to submit passports at one of the the Indian VAC's after our return?

Canada . ca/en/immigration-refugees-citizenship/services/application/account/where-submit-passport.html states that

In your application form, if you have answered:

Yes to question 9, use the country/territory you provided to question 7
No to question 9, use the country/territory you provided to question 9


as our country of residence is India, and we have selected that we are applying for country of residence.

If you’re jumping from country to country, I would not recommend it, in my opinion. Some of these countries may not have their own VFS or visa office either. It would be better to request for an extension to submit in India after your trip.

Am not familiar with the processing time in the offices in India either. Would it be possible to get it stamped BEFORE your trip and get your passport back in time?

No we wont be able to get it stamped before leaving as we are leaving tomorrow, and we hope to receive a reply soon as it has been about 15 working days since we submitted under the CAN+ programme. We will be reaching Cairo, Egypt shortly and we will be there for ten days. Cairo has a VFS and visa office. could we submit there ?

CAN+ can only be requested. Applications are not processed by default under CAN+. It is completely at the discretion of the visa office.

You haven't received passport requests yet. It is rather premature to anticipate that you might be in Egypt when you get passport requests.

Also, it is not a good idea to be without your passports in any of these countries, especially when you are short stay visitors

No you can submit passport to any VAC office in any country but do expect to be without your passport for approximately 4 weeks.

Cross that bridge when you get there. Worry about getting an approval letter in the first place.

Like what was said above, 4 weeks is the worst case scenario, which is why I wouldn’t recommend it in your situation. Unless you plan to go to Canada from Africa, you have no reason to try to get it stamped during your trip. Again, as Bryanna said, you really wouldn’t want to be without your passports in a foreign country.

Canadian visa offices are usually compliant and understanding when extensions are requested due to travel. It would just be safer to get your visas stamped in India.
 
It could take between 7-10 business days (on an average depending on the country you are in) for passport transmission between the VAC and the visa office. You certainly wouldn't want to be in a situation where you need to travel to your next destination/next country but your passport is with the visa office.

I would, in fact, recommend you contact your local visa office (email + web form) asap to request for decisions on your applications to be given after you return to India. You would mention your travel plans + the date when you're expected to return to India.

BTW your file will be closed as void/refusal if you are traveling and you cannot submit your passport within 30 days of getting the passport request
