procedure of submitting application

somebody tell me:
1)Is it necessary to submit the application by student at visa office (paper based) ?
2)if so than what is the procedure of submitting the application at visa office?

Go and submit all documents in the order given in spp checklist..its simple bro..will cost u around 9k
