You are going to have to do your own research for a Masters program. Most universities (and for a study permit) require IELTS. That is your first step to get admission. Do not apply to private universities, only public. Once you have admissions, you apply for a study permit.

To get a study permit, you need admissions, pay first year tuition, show funds for your family, career/education advancement in your home country and ties to your home country. Your family has to apply for open work permit (spouse) and visitor/study visas (kids). Their visas are not guaranteed so you need to be aware of that.

You are not immigrating, you are studying. Immigration depends on being selected based on age, job, skills, language and education.

- You will need to show additional funds when you apply for the study permit to demonstrate that you can support your family while here.
- There is no need for a consultant. You can apply on your own.
- IRCC will expect you to provide IELTS results with your study permit. You should take IELTS and will need to score at least 6.5 in each of the four categories. A score lower than that will create a high chance the study permit will be refused by IRCC.
- By family, I am assuming you are referring to your spouse and children under 22 years old. They can be included in your application. As said above, this means you'll need to show higher proof of funds when you apply for the study permit.

Ok, as per my research Concordia University are accepting applications even with Minimum CGPA less than 3 as I scored less in my bachelors program, but it is situated in Montreal, where I have heard French language is preferred to communicate and learn about the place , any idea with the living costs and overall expenses ?

You don’t need French to live in Montreal. Just because Concordia accepts applications with low CGPA doesn’t guarantee acceptance. What program? Thesis or non-thesis?

I have 2 spouses, and two children
- age is 2 and 4 years old
- one wife is with me in Dubai along with the children and other one is in Pakistan which is a housewife
-for wife in Dubai , I should go for open work permit(spouse)
-for spouse in Pakistan, which class should I apply for ?

Canada doesn’t recognize two wives. You can only apply for one wife, so your first wife (legal) is the only person eligible.

Even if the class is separate for two wives ?

I am considering thesis, my class mate who was with me has suggested me to learn french

What do you mean by class? It is illegal to have two wives in Canada. Only your first wife is eligible. Plus you need to show career/education progression related to your home country.

Canada won't recognize your second spouse. You will only be able to bring your first spouse with you (the first spouse you married).

Your second spouse will never be able to come to Canada based on their relationship with you (this includes both the study permit as well as immigration later). If your second spouse wishes to come to Canada, they will need to qualify entirely on their own.

And if you final goal is to immigrate to Canada after you received your masters in Canada, only your first wife can be part of the PR application as your dependent/spouse. You could include your children from your second wife as dependents but your second wife needs to sign off to let them go with you. This may not be ideal for your family.
