I've just read in the PR Guide that the Police Clearance Report needs to be sent in within 3 months of the date of issue. We are not in Thailand and it took 3 months for the Police Report to be mailed to us here in Mongolia where we are working!!! If we apply for another one it will be the exact same problem...what do I do?? Can I just write a letter to CIC accompanying it explaining that it took 3 months to get here? Is this going to make problems for us?

Try doing that. If they won't accept it they will most likely ask for a new one, not outright reject you. And maybe by then things will be faster.

If I send the envelope the Police Clearance Report came in they will see a date of April on the report but June postmarked on the envelope. Will they allow it then?

Try it.
Is the April date right on the actual police report? If so, do you know why they didn't mail it to you sooner? I'm wondering because if it is just a one-time mistake, maybe you could get a new one more quickly; whereas if it is 'normal' for Thai gov't to do things so slowly, getting a new one won't help, since it will also take a long time to be mailed.

The April date is correct on the report and the reason they told me that they didn't send it until June was because the International Money Stamp that they asked for that I had enclosed wasn't sufficient. The police report just sat on a desk for months in Bangkok until I finally called to see what the problem was. So, do you know if I need to send for another one does my husband need to send a new set of fingerprints?? Those were almost impossible to get here in Mongolia...
