Yes you can. They are really helpful. Actually since I did not do flagpole, do not have much info about it. But I heard it's very easy and fast.

One thing I am worried about is that I only have 16 months. It will be counted as 2 years if I apply online. But will I have trouble if I did that on the border? Will they only give me 16 months instead of 3 years?

I really don't know about that. But I heard this happened to a classmate of my friend. She did the flagpole and got less than 2 years work permit, while my friend applied online and got 3 years. They both studied 16 months in QC.
