Hi everyone there, im writing on behalf of a friend who has problem in renewal her visa. According to her, the visa application procedure and rules & regulations has been changed recently and she nvr alert that and now she has problem entering the country like a permanent resident...anyone can assist to advise on the solution?

What exactly is her issue? Your post is not clear.
 
hi, tks for the response..actually her visa has expired and she is unable to enter canada at the moment. she has submitted all the necessary docs to canada office in manila since a month ago but until now still no any single feedback from them, she is anxious of her visa application and rejection from the office. Any other solution/suggestion she can do so that she can enter canada legally?
 
It's still not clear what is happening. What did she submit to the VO in Manila? Was it a PR Travel Document application? Or something else? Does she meet the residency requirement for PR?
 
Right I still have no idea what the situation is. If she's a PR, there is no "visa" to apply for. Or is she not a PR and is applying for TRV?
 
sorry after checking with her again, actually she is trying to get a permanent residence travel document to canada. he has submitted through VFS in tokyo along with her passport, the process has taken a little over a month with the embassy in manila, phil. Tokyo was supposed to be the transit point, but she has been there for one month waiting for the process, therefore now she is stuck in tokyo with no passport because it is in manila now.
1) so now she is very anxious and worry how they can help her to speed up the process to have her passport returned asap.
2) if not, what if she goes to malaysia, and have that process done there (process for permanent residence travel document to canada), is it possible and will it be faster?
3) is it possible to travel to canada without the travel document as a british visitor, being she is originally a british citizen?

Does she currently meet the residency obligation??

She can't fly directly to Canada without a valid PR TD or PR Travel Document.
She can however fly to USA, and enter Canada by land. In this case only passport is required, and preferably original COPR to help speed up process

With no passport, she is stuck anyways in whatever country she's currently in. Is that Japan or Philippines? If she submitted to Japan VFS they should process the PR TD, why did it go to Manila?

If she is dual nationality and holds two passports - british and x, and x has been submitted to Tokyo, she can use her british passport to USA and then travel by land (drive or on foot) to Canada.

You still haven't mentioned if she currently meets the PR Residency Obligation or not.
