Probability of allowing international travel after 31st August?

With covid rates on the rise again throughout the world, I doubt whether Canada will permit international travel again after 31st August. The Canadian authorities are being very cautious and I do not see them re-opening borders until later in the year. However, it's possible they may make an allowance for international students from certain countries.

Air bubble is different to travel restrictions, it refers to essential or urgent travel, or for example, if one is Canadian stuck in another country, or another nationality stuck in Canada wanting to get back to their home country.

They haven't even allowed us completely ( the one's with visa before 18 march)........
