What exactly is meant by that? What counts as a principal residential address in IRCC's book?

Can you not leave Canada at all until a decision is made? That doesn't sound right lol

There's no mention that you cannot leave Canada. Just that your primary residential address (the address you live most of the time) must be in Canada.

You can travel for a trip outside. But your primary/principal resident needs to remain in Canada. That's the WHOLE reason for PGP is for parents to join their sponsor child in Canada.
Why would IRCC approve parents' PR if the child have moved away from Canada?
