I am so sorry to hear about your father.

Yes, I believe that your mother can still immigrate but you will need to inform the visa office of your father's passing.

Best of luck to you.

It's still ok for your mother to land. Let the embassy know what's happened. One of the most senior members just answered this question a few days ago. Search for PMM and you will see it.

If your father is the principle applicant, you may need to restart application with your mom. I am sorry for your loss.

I think you can submit webform to change your mother as the principle applicant and explain the situation.

Hi Haider Ali,
Can you please update your status? My father passed away last week, he was principal applicant for their super visa. I have to bring my mother soon. What steps should I take next?

My condolences.

I would withdraw the original application and resubmit a new application with your mother as the principal applicant.

Since your application is for supervisa not for PGP sponsorship, I agree that submitting a new application is the way to go. With PGP, it's better to notify IRCC and change PR to the other parent.
