Anyone can apply to Province my friend, problem is that they are either full or closed, or some provinces has not even said a word. So far BC closed for 90 days, Toronto has not opened, Sask is closed, Nova Scotia from what I read other threads is already full (only 35' caps, No idea if they will open again)

hey andy i checked the website you gave me and followed the link to alberta, but however the people who are eligible to apply either must be in alberta or have studied in canada or have a job offer from an employer in canada so basically if you are a foriegner and do not have any of these above you cannot apply for a PNP.

that is the thing, I am an economist. It is the only province that really accept foreigners apart from Nova Scotia I think. I was hoping for a positive response.

yea Nova Scotia and Saskatchewan were the only two receiving without job offer, however not sure about Sask but NS has their NOC´s specified.
