Hi. In applying PNP at PEI, is it necessary that I must have a job offer from PEI employer? Or I can apply to PEI PNP even without a job offer?

So far what I have seen, they have slowed down PNP nominations since mid-July.

There is hardly any trick with PEI PNP. If they have shortage of labor in particular NOC, they send you an email to apply, otherwise no response.
