Primary PR applicant and child in Canada but Spouse is unable to join - impact on PR?

Before we put the question thru . here are the timelines

Got out PR in Oct 2017
Did soft landing in Oct 2017 and stayed for 2 weeks - applied for PR card etc
Returned to Canada for good in July 2019 (still within RO obligation period) - all members of family
Wife (Primary Applicant) and Child are now staying in Canada
Husband (Secondary application) had to travel back after 3 weeks of settling the family
He is unable to join his family in Canada for another 2 years (Indicatively plans to come April 2021). But after April 2021 he plans to stay in Canada in continuity..
---- which also means he will be 7-8 months short of meeting his RO (when he enters Canada in April 2021)

Sorry unable to share the circumstances that force him stay away and make him short of RO obligations by 7-8 months

What are the odds of his getting reported ? What can we do in advance planning to avoid any impact on his PR ? Any tips ? Should we be worried ?

Obviously no way to predict whether someone will get reported or not just have to take chances with CBSA although if only having been in the country for what appears 5 weeks through to 4/2021 the odds seem high to having PR status being revoked.

If you have any H&C reasons guess you could always be prepared with those. By H&C mean such things as being the only close relative looking after ill parents for example. Financial , business or job reasons would not be considered.

With CBSA advice is to always not volunteer information, always answer questions honestly but leave the decision making to CBSA based on the information they have in front of them

With no intention to exploit the system ... we are just trying to manage our circumstances along with the process.. thanks for your honest opinion.
We will consider that in our planning.
