Primary NOC, Canadian Work Experience, and Foreign Work Experience

My friend has 3+ years of foreign work experience as a software developer and 1+ year as a developer Canada, but with with duties that are close to DevOps engineer for the latter. He started working in Canada after he had earned his master's degree at a Canadian university. Speaking of which, he earned his bachelor's degree in his home country.

In his case, what should be his primary NOC, software developer or software engineer? Other than that, what should be the date he became qualified to work in the primary NOC, the day he earned his master's degree in Canada, or the day he earned his bachelor's degree in his home country?

Update: Correction on his Canadian work experience: his job title is Developer, but his actual duties are close to DevOps engineer.

His choice what NOC he wants to use. He was qualified with completion of bachelor degree.

Would it affect the decision if he applied under CEC?

Also, a slight correction on his Canadian work experience, his job title is Developer, but his duties lean towards DevOps, which falls under NOC 21231

First line…you might need to. It does not say mandatory.
It's kinda like a slippery slope.

The person on the linked thread below got into trouble for choosing software engineer NOC despite having software developer title.
