Previously return application withous provisional file no.

Previously i was applied under noc 1111 on june 2010 but reached on 3rd july 2010 in the mean time immigriation minister changed the rule and file was returned 07 August 2010 with my original DD. Can it effect now if i applied. i did't receive any provisional file no. It was returned due to policy changed. what does it mean have i applied earlier or not if i apply now?

i think u upgrade ur documents according to new rules nd apply after july. u can apply again if ur case hasnt been rejected.

case was not rejected it was returned now i have an AEO under noc 1231 BOOKKEEPER.
